As you are aware, a National Voters’ Register is a cornerstone for credible election.
The Electoral Commission has appointed Tuesday 5th and Wednesday 6th January, 2016 as dates for nomination of candidates for Parliamentary and Local Government Councils in the following electoral areas where death occurred of nominated candidates:
1. District Woman Representative to Parliament, Bukomansimbi District;
2. Sub County Chairperson, Muko Sub County, Kabale District;
3. Sub County Councillor, Mugulu Parish, Namungo Sub County, Mityana District;
Campaign meetings/rallies organized by candidates contesting for Presidential, Parliamentary and Local Government Councils Elections are going on in various electoral areas across the country.
The electorate is encouraged to attend the campaign meetings/rallies and listen to the various candidates so that they can make an informed choice on polling day.
The Electoral Commission reminds all candidates for Parliamentary Elections that no campaign meetings will be allowed across the country during the period 15th – 23rd December 2015.
This period was blocked in order to enable Members of Parliament attend to critical national matters.
The suspension of campaigns from 15th December to 23rd December 2015 was communicated to all candidates, the public and security (Uganda Police) at the nominations and harmonisation of candidates’ meetings.
Today, the Electoral Commission, in accordance with Section 18A of the Electoral Commission Act (as amended), will start the exercise of issuing a complete set of the photo-bearing National Voters’ Register, to each of the candidates contesting in the 2016 Presidential Elections.
The National Voters’ Register bears the names of all the 15,277,196 registered voters, arranged alphabetically by surname, at each of the 28,010 polling stations in Uganda.

The Electoral Commission concluded the nomination of candidates for the following elective positions at Parliamentary level:
- Directly-elected members of Parliament
- District Woman Representative to Parliament
- Representative of Persons with Disability to Parliament
We wish to report that the exercise was concluded smoothly across the country. The Commission has started receiving the returns, and will avail the statistics of the exercise in due course.
On 2nd December 2015, Hon. Norbert Mao presented himself for nomination for Member of Parliament, Gulu Municipality, Gulu District. However, the Returning Officer could not nominate him because his name was not found on the National Voters Register, which is a requirement for nomination under Section 4 (1) (b) of the Parliamentary Elections Act of 2005 (as amended).
The Electoral Commission has noted the false commentaries that have arisen out of this failed bid for nomination of Hon. Norbert Mao, and would like to clarify on the matter as follows:
The nomination of candidates for the following elective positions will be conducted on Wednesday, 2nd and Thursday, 3rd December 2015:
- Directly Elected Member of Parliament (representing constituency);
- District Woman Representative to Parliament;
- Member of Parliament for Persons with Disability (PWD).
