Before this appointment, Justice Byabakama was the Chairperson of the Electoral Commission, a position he served in from January 2017 to January 2024. |
Hajjat Aisha LubegaDeputy Chairperson Biography: Hajjat Aisha Lubega is the Deputy Chairperson of the Electoral Commission and is a teacher by profession. She holds a Master in Education (Administration and Planning) from Makerere University, a Post Graduate Diploma in Public Administration from the Institute of Public Administration (renamed Uganda Management Institute now) and a Bachelors of Arts (B.A) degree and a concurrent Diploma in Education from Makerere University. Hajjat Aisha Lubega is an experienced administrator known for her commitment to Gender Equality and Empowerment of Women. She was the Head Teacher at Nabisunsa Girls Secondary School before joining Electoral Commission on 17TH January 2017. Recognized as a visionary leader with demonstrated success in school administration, Hajjat Aisha Lubega has genuine interest in students’ cognitive, social and emotional growth. She is also a versatile, results-oriented person who values culture that encourages continuous improvement for humanity of all ages and is equipped with a vast experience in mentoring and coaching people for improved performance in different fields. Peter EmorutCommissioner Biography: Mr. Emorut Peter possesses a Master’s Degree in Educational Planning & Administration from Uganda Christian University, Mukono (2019); Mr. Emorut Peter has been a Member of the Electoral Commission for the period January 2017 to January 2024; having served as a Tutor, Senior Tutor and Ag—Deputy Principal at Kabwangasi Primary Teachers’ College, Butebo District for the period 1996 to 2017. |
Stephen TashobyaCommissioner Biography: Hon. Tashobya holds a Master’s Degree in Business Administration from the University of Wales (1988); a Bachelor of Laws degree from Makerere University (1983) and a Post Graduate Diploma in Legal Practice from the Law Development Centre (1985). Hon Tashobya served in various managerial positions in the Ministry of Justice and the Uganda Cooperative Transport Union (UCTU). Hon. Tashobya also served as the Member of Parliament representing Kajara Constituency (2006 - 2016); and while in Parliament, he was the Chairperson of the Legal and Parliamentary Affairs Committee for 8 years, Chairperson of the Uganda Chapter of Parliamentarians for Global Action (CPGA); and Chairperson of Parliament Chairpersons, Vice-Chairpersons and Clerks. Before this appointment, Hon. Tashobya, was a Member of the Commission from January 2017 to January 2024, and he is a Member of the Senate, Mbarara University of Science Technology, and Chancellor and Member of the Synod, South Ankole Diocese. He is a Rotarian and Past President of the Rotary Club of Bukoto; and served as Chairman of the Uganda Red Cross Society as well as Secretary, of Fathers’ Union, All Saints Cathedral, Nakasero. Hon. Tashobya is a Member of the Institute of Chartered Secretaries and Administrators and current Uganda Red Cross Society Treasurer. He is married to Dr. Christine Tashobya with children and grandchildren. |
Dr. Kayunga Sallie SimbaCommissioner Biography: Dr. Simba holds a BA in Social Science Degree majoring in Political Science from Makerere University (1984); a Master's Degree in Public Administration and Management from Makerere University (1996); and a PhD in Political Science (majoring in Democratic Governance) from the Roskilde University Denmark, together with several certificates in various disciplines. Dr. Simba, before this appointment, was a Senior Lecturer, at Makerere University, Kampala, and served as Head Department of Political Science and Public Administration, at Makerere University (2008- 2012). Dr. Simba also served as the Executive Director, the Centre for Basic Research, Kampala, and held various membership positions in professional bodies, councils, associations, and committees. |
Okello AnthonyCommissioner Biography: Hon. Okello holds a Master’s degree in Business Administration – Eastern and Southern African Management Institute (ESAMI) (2021), having obtained a Degree (Hons) in Social Science at Makerere University in 1999, among other professional training. Before this appointment, Hon. Okello was a Member of the Presidential Advisory Committee on Budget (PACOB). Hon. Okello was a Member of Parliament of Uganda representing Kioga County (2011 -2021), and served as a Member of the Committee on National Economy from May 2011 to May 2021; Member of the Committee on Finance, Planning and Economic Development (May 2011 - May 2019); Vice Chairperson Committee on Finance, Planning and Economic Development (July 2013-May 2016) and Member of the Committee on Environment and Natural Resources (July 2019 to May 2021). |
Beinamaryo Caroline BrightCommissioner Biography: Ms. Beinamaryo holds a Bachelor’s Degree in Business Administration from Makerere University (2009); a Master’s Degree in Psychology from Makerere University (2014); and a Diploma in Business Administration from Nkumba University (1999). Before this appointment, Ms. Beinamaryo, worked as a businesswoman, specializing in the export of both commodities (fresh fruits and vegetables) since 2015, and services (labour externalization) to the Middle East, since 2017. Ms. Beinamaryo also served as the Secretary General of the Association of Recruitment Agencies in Uganda during the period 2019-2021. |
