14/12/2015: Issuance of Copies of Photo-bearing Voters’ Register to Presidential Candidates


Today, the Electoral Commission, in accordance with Section 18A of the Electoral Commission Act (as amended), will start the exercise of issuing a complete set of the photo-bearing National Voters’ Register, to each of the candidates contesting in the 2016 Presidential Elections.

The National Voters’ Register bears the names of all the 15,277,196 registered voters, arranged alphabetically by surname, at each of the 28,010 polling stations in Uganda.

Progress of Roadmap for 2016 General Elections

The Electoral Commission concluded the nomination of candidates for the following elective positions at Parliamentary level:

  1. Directly-elected members of Parliament
  2. District Woman Representative to Parliament
  3. Representative of Persons with Disability to Parliament

We wish to report that the exercise was concluded smoothly across the country. The Commission has started receiving the returns, and will avail the statistics of the exercise in due course.

Clarification on Hon. Norbert Mao’s failed bid for Nomination


On 2nd December 2015, Hon. Norbert Mao presented himself for nomination for Member of Parliament, Gulu Municipality, Gulu District. However, the Returning Officer could not nominate him because his name was not found on the National Voters Register, which is a requirement for nomination under Section 4 (1) (b) of the Parliamentary Elections Act of 2005 (as amended).

Guideline to Nomination of Candidates for Parliamentary Elections 2016

Nomination Dates

The nomination of candidates for the following elective positions will be conducted on Wednesday, 2nd and Thursday, 3rd December 2015:

  1. Directly Elected Member of Parliament (representing constituency);
  2. District Woman Representative to Parliament;
  3. Member of Parliament for Persons with Disability (PWD).

Misrepresentation of the Electoral Commission as a Partisan Body

The Electoral Commission has noted with concern, the images which are circulating through various media especially social media platforms, where a truck bearing voter education messages and what appears to be ‘Electoral Commission’ logo, decorated with posters of one of the Presidential candidates, and carrying likely supporters of that candidate. 
The images have caused concern among stakeholders in the electoral process, over the impartiality of the election management body in the conduct of the elections.
