Vacancy 01: Head Finance
Duty station: Electoral Commission Headquarters
Directorate: Finance & Administration
Reports to: Director, Finance and Administration
Tenure: Four years (Renewable) contract
Salary Scale: ECS2 (FIXED)
Directly supervises: Principal Election Officer/ Finance
Job purpose: Assist the Accounting officer/Secretary through the Director of Finance and Administration in discharging the duties prescribed under the Public Finance Management Act to ensure proper use and accountability of resources.
Key Result Areas:
1. Reviewing and forwarding payments for approval;
2. Head Finance Department and will be responsible for providing overall leadership in providing technical direction, in planning, developing, controlling and coordinating the policies and activities of Finance in the Commission;
3. Timely preparation and submission of financial statements and reports to the Accountant General and Auditor General;
4. Attending Management meetings and advising on financial matters;
5. Provide timely, accurate, and reliable financial information to support management decision-making.
6. Follow up on audit queries and implementation of audit recommendations;
7. Monitor commitments, expenditures, appropriations, accounts receivables and revenues within the vote and take corrective action where necessary;
8. Ensuring compliance with financial manuals, policies, computerized GFMIS, instructions, and circulars;
9. Managing, supervising and appraising staff in the Finance department;
10. Supporting and coordinating internal and external audits;
11. Preparing and submitting an annual report on the performance of duties to the Accountant General;
12. Performing any other financial management duties as assigned.
Job and Person Specification
(a) Academic qualifications
i. An Honors Bachelor’s Degree in any of the following: Commerce, Finance, Business Administration, Management Science, or a related field from a recognized institution.
ii. A Masters Degree in Finance, Business Administration, Public Administration, Public Sector Management, Management Studies or a closely related field from a recognized institution.
iii. Full Membership of ACCA and/CPA
(b) Work Experience
At least ten (10) years’ work experience in public finance or public administration, at least three (3) of which should have been served at the Managerial or Principal Officer/ Finance level in the public sector or equivalent level of experience from a reputable and large organization.
(c) Competences
1. Proficiency in the use of MS Suite and other applicable statistical software;
2. Ability to use e-government programs;
3. Ability to plan, organize, and coordinate the work of staff. engaged in Electoral activities
4. Ability to compile and analyze data and prepare comprehensive reports;
5. Ability to establish and maintain effective working relationships and interact with different stakeholders;
6. Ability to observe and maintain confidentiality in the performance of duties;
7. High integrity;
8. Knowledge of government policies and administrative procedures;
9. Well-developed interpersonal skills and capable of working well as a member of the organization’s senior management team.
Age: Thirty-five (35) years and not more than 50 years.
