As you might be aware, on 24th August 2017, the Electoral Commission released a program for the conduct of LC1&2 and Women Councils and Committees Elections.
However, on 13th November 2017, some citizens secured Court orders a day before the conduct for Village Women Councils and Committees Elections stopping the conduct of the said elections as well as LC1Elections.

The Electoral Commission has approved the electoral programme for by-election of Member of Parliament for Ruhama County Constituency, Ntungamo District.
During this by-election programme, the Commission will also conduct elections and by-elections to fill vacancies existing in various Local Government Councils in Ruhama County Constituency, Ntungamo District.
The Electoral Commission, in compliance with two Court Orders issued by the High Court at Kampala, this 13th day of November 2017, and another one issued by the High Court at Jinja, this 13th day of November 2017, which are binding on the Electoral Commission, hereby informs the general public that the elections for Village Women Councils and Committees and Elections for Administrative Units (LC I & LC II) shall not be held as earlier scheduled.
The Electoral Commission has approved the electoral programme for by-election of Member of Parliament for Igara East Constituency, Bushenyi District.
The programme will commence with an update of the National Voters’ Register from 30th October to 3rd November 2017, at update stations in each of the twenty seven (27) parishes in Igara East Constituency.
In preparation for the Administrative Units (LC I & II) and Women Councils and Committees Elections, the Electoral Commission will compile a register of residents in each village throughout Uganda from Thursday 26th to Monday 30th October 2017.
The purpose of this registration exercise is to enable all willing village residents to register in order to participate in the above elections.
The registration will be conducted from 7:00am until 6:00pm on each of the appointed dates, including weekends.
In preparation for the by-elections, the Electoral Commission conducted the update of the National Voters’ Register for Iganga District, for a period from 7th - 11th August 2017 and thereafter, a display of the Register at all polling stations in the district for a period of ten (10) days, from Monday 21st to Wednesday 30th August 2017.

Parish [LC II]) Elections 2017, as follows:-
The Electoral Commission has approved the programme for conduct of Administrative Unit Elections from the Village (LC I) level to the Parish (LC II) level, and Women Councils and Committees Elections from the Village to the National Level.
The Commission has further issued comprehensive guidelines to enable stakeholders participate in the entire electoral programme, which is progressive in nature, that is, from the village to the parish (in the case of Administrative Units) and from village to national level, in the case of Women Councils and Committees.
The Electoral Commission has adjusted the programme for the elections of District Woman Representative to Parliament, District Chairperson and Local Government Councilors (where applicable) in the new districts of Bunyangabu, Kyotera, Namisindwa, Pakwach and Rukiga.
Political parties and organisations, aspiring candidates, voters and all other stakeholders are urged to note that the Display of Voter’s Register at polling stations will now be conducted from 28th August to 1st September 2017.
